The investigation of the Panama Papers case continues to reveal its secrets. On Friday, November 17, 2017, the US MSNBC television channel published a special report describing the mechanism that had been put in place by the President of Panama at the time, to allow all the great mobsters around the world to launder their dirty money in Panama, creating the biggest financial boom in that country's history in a matter of years. This blog has dissected the information of MSNBC and condensed it by cross-checking the financial information about Seydou Kane.

• Fact number 1: In June 2017, Ricardo Martinelli, the former President of Panama from 2009 and 2014, was arrested in Miami for fraud.

• Fact # 2: Seydou Kane is a well-known front of the Bongos. His name was cited by a report of the US Congress as one of the main conveyors of funds diverted by the Bongo family.

• Fact 3: Seydou Kane in Panama, was working with the money-laundering firm Mossack Fonseca, that advised him to set up two offshore companies, one selling real estate, the other buying it.

• Fact # 4: This is the mechanism described by the US TV channel investigation.

o The Panamanian state, its president at the time, Ricardo Martinelli, launched a real estate boom on the waterfront of Panama City, the capital. Buildings containing luxurious apartments came out of the ground overnight.
o Mossack Fonseca agreed with the Panamanian authorities to attract foreign investors, promising the use of these apartments as money laundering instruments.
o In the case of Seydou Kane, for a commission, this firm registered two companies in Panama. One of the companies we call "A", receives huge money transfers from the shady businessman; then used these deposits to buy apartments on the Panama City waterfront.
o The company "A" was registered by Mossack Fonseca for Seydou Kane, it was in fact only a mailbox, but it acquired dozens of luxury apartments in Panama City, which remained curiously unoccupied.
o Afterwards, another company, which we will call company "B", also registered by Mossack Fonseca on behalf of Seydou Kane, would also receive huge transfers from other offshore accounts owned by Seydou Kane.
o Then the washing machine would start: the company "A" put all its properties acquired in Panama a few months before, on sale, at prices 3 or 4 times higher than the initial purchase price. Company "B" would buy all these apartments and Mossack Fonseca would earn their commissions. Everybody was happy.
o In fact, Seydou would buy apartments from Seydou Kane, at 3 or 4 times the price initially paid by Seydou Kane. Company "A" therefore declared the profits of the sale as "clean" profits that could come out of Panama and integrate the normal financial circuits, while the initial capital would be used by this company "A" to buy back these same apartments from company "B", for another turn of the crank. These apartments will be exchanged between these two companies owned by Seydou Kane, dozens of times.
o In the long run, the money diverted to the Gabonese people would be recycled and cleaned in Panama, before going to land in Monaco or London.

Meanwhile, Hervé Ndong was amusing people in Gabon saying that Seydou Kane was a quiet businessman who only wanted to do good by us.

L’enquête sur l’affaire des Panama Papers continue de livrer ses secrets. Le Vendredi 17 Novembre 2017, la chaine de télévision américaine MSNBC a publié un reportage spécial décrivant le mécanisme qui avait été mis en place par le président du Panama à l’époque, de permettre à tous les grands truands du monde entier de venir blanchir leur argent sale au Panama, créant ainsi le plus gros boom financier de toute l’histoire de ce pays en l’espace de quelques années. Ce blog a décortiqué les informations de MSNBC et vous en fait le condense en recoupant les informations financières concernant Seydou Kane.

• Fait numéro 1 : en Juin 2017, Ricardo Martinelli, l’ex Président du Panama de 2009 et 2014, a été arrêté à Miami pour fraudes.

• Fait numéro 2 : Seydou Kane est un prête nom notoire des Bongo. Son Nom a été cité par un rapport du Congrès américain comme l’un des principaux convoyeurs des fonds détournés par la famille Bongo.

• Fait numéro 3 : Seydou Kane au Panama, travaillait avec la firme spécialisée dans le blanchiment d’argent : Mossack Fonseca, qui lui conseilla de créer deux sociétés offshores, l’une qui vendait des biens immobiliers, l’autre qui les achetait.

• Fait numéro 4 : voici le mécanisme décrit par l’enquête de la chaine de télévision américaine.

o L’Etat Panaméen, son président de l’époque, Ricardo Martinelli, lance un boom immobilier sur le front de mer de la capitale Panama city. Des immeubles contenant de luxueux appartements sortent de terre du jour au lendemain.
o La firme Mossack Fonseca s’entend avec les autorités panaméennes pour attirer des investisseurs étrangers, en leur promettant l’utilisation de ces appartements comme instruments de blanchissage d’argent.
o Pour le cas de Seydou Kane, moyennant une commission, cette firme lui ouvre deux sociétés au Panama. L’une des sociétés, que nous dénommons « A » reçoit d’énormes transferts d’argent du sulfureux homme d’affaire ; puis utilise ces dépôts pour acheter des appartements sur le front de mer de Panama city.
o La société « A » enregistrée par Mossack Fonseca pour Seydou Kane, n’est en fait qu’une boite aux lettres, mais elle acquiert des dizaines d’appartements luxueux à Panama City, qui restent curieusement inhabités.
o Quelques après, une autre société, que nous appellerons société « B », enregistrée aussi par Mossack Fonseca au nom de Seydou Kane, recevra aussi d’énormes virements en provenance d’autres comptes offshores appartenant à Seydou Kane.
o Puis la lessiveuse se met en marche : la société « A » met toutes ses propriétés acquises au Panama quelques mois auparavant, en vente, à des prix 3 ou 4 fois supérieure au prix d’achat initial. La société « B » lui rachète tous ces appartements et Mossack Fonseca touche ses commissions. Tout le monde est content.
o En fait, Seydou rachète des appartements à Seydou Kane, à 3 ou 4 fois le prix initialement payé par Seydou Kane. La société « A » déclare donc la plus-value de la vente comme étant des bénéfices « propres » qui peuvent sortir du Panama et intégrer les circuits financiers normaux, tandis que le capital initial sera utilisé par cette société « A » pour racheter ces mêmes appartements à la société « B », pour un autre tour de manivelle. Ces appartements vont s’échanger entre ces deux sociétés appartenant à Seydou Kane, des dizaines de fois.
o A la longue, l’argent détourné au peuple Gabonais sera ainsi recyclé et nettoyé au Panama, avant d’aller atterrir à Monaco ou à Londres.

Pendant ce temps, Hervé Ndong amusait la galerie au Gabon en nous disant que Seydou Kane était un home d’affaire paisible qui ne nous voulait que du bien.
